As per the issue description mentioned, you are facing issue when trying to save pdf, is that correct?
Could you share the complete error message you are getting?
Does this happen with this specific pdf file? Have you tried saving another pdf file?
Also, let us know dot version of acrobat and the operating system installed on the machine? To check the dot version:
Identify the product and its version for Acrobat and Reader DC

As I mentioned, it is a common error regardless of the file.
The version I use is the latest. And my pc operating system is win10

Does the error you are getting is similar to the one you mentioned in the screenshot above? If yes, could you post the error message in english?
Also, let us know if this is happening when you are trying to save a pdf after highlighting?

If your PDF is a PDF/A, changes are not permitted, however, Acrobat will normally ask if you want to save the PDF/A as a different version of PDF/X to allow changes. Perhaps if you first do a save-as> PDF/X> Settings> PDF/X-4, you might be able to save the PDF after you make your changes.
