character encoding

I have an InDesign file in the Arabic language with a link to 2 maps in Illustrator files in the Arabic language. When I generated a web-accessible pdf from InDesign, there are character encoding issues in the accessibility report with the maps. Both the InDesign and Illustrator files use the same Adobe Arabic font. So I don't understand how to fix the character encoding issues in the maps in the Illustrator files. Can any help? Can this be fixed in Acrobat? The same problem with my Hindi files too, but there is no encoding problem with the Chinese web-accessible pdf. All the language files are created the same way from English InDesign and Illustrator files. Thank you!

You can try adjusting the font subset character percentage when exporting PDF from Indesign. In the export panel > Advanced > Font subset value. 100% is the default, try decreasing this value. 0% will encode the entire character map of font, but will also create a large PDF.

Not sure if this would help, but I found that when I exported to PDF if I chose the newest version of Acrobat from the top right drop down it worked.  It was default to version 5 and at the time of writing this the newest version was version 9, so I chose that version.
