The thing we noticed is that if One Drive is running, we would have to right click on the file and choose "Always Keep on this Device". If it was a cloud only file, we did not have the option to combine.
If the files are locally synced, the "Combine Files in Acrobat" right click option is there and works.
Any potentials solutions or troubleshooting steps?
Uninstalled and Reinstalled Adobe Pro couple of times
Uses Adobe Cleaner tool as well
