Combine Files in Acrobat right click option missing

The thing we noticed is that if One Drive is running, we would have to right click on the file and choose "Always Keep on this Device". If it was a cloud only file, we did not have the option to combine.

If the files are locally synced, the "Combine Files in Acrobat" right click option is there and works. 

Any potentials solutions or troubleshooting steps? 

Uninstalled and Reinstalled Adobe Pro couple of times

Uses Adobe Cleaner tool as well

Would you mind sharing the workflow/steps you are doing and the issue occurring? A small video recording of the same would be very helpful to reproduce and check the issue at our end.
