Compile PDF from preselected sections in a web form? or Similar.

Anyone can help point on some Adobe or other Feature/Plugin (before going for customized web dev / API) that can help automate PDF compilation from a web form.
Full report is 400 pages and it would be possible to tick boxes from a list of of sections/chapters and finally click generate to compile a lighter PDF.
First page would mention it's "Your cusomized Report" with effective list of choosed sections that compose the lighter PDF.

The extra would be to have clickable sections and maybe autogenerated pagination and linking?

May be not possible with Adobe Acrobat.
