I have a 200+ page pdf file. Each page needs to have the same consecutive number in two places and every page will have a different starting number. For instance: Page one will have starting number 001 in two places and needs 500 copies (number 001-500). Page 75 will start at 101 in two places and needs 250 copies (number 101-350). Is there a way I can do this in Acrobat Pro DC?

I don't know a way in Acrobat, but if you are comfortable with InDesign, you might do search for 'raffle ticket numbering" over in the InDesign forum, where you will find several methods to create double consecutive numbers.
Why wouldn't page 75 say 075-350 if the numbers are consecutive? It might be best to add these numbers in the original document, or if you don't have it, place the PDF into InDesign using the place multipage PDF script that comes with InDesign. Add the copy "number 000-000" to the InDesign master page and it will appear on all pages, then select all pages, overide the master page, and edit the numbers on each page as needed, then export to a new PDF.

Yes, a script can be written to add text to the pages using form fields. To do this the placment location needs to be known. Is the number always in the same location?
Here's an article that shows how to place fields on a page:

You can use bates numbering to put in headers and footers:
