Scanners' default output is an image (using an image file format - TIFF typically - JPEG more often from mobile devices).

If you can do user configuration ensure the output is TIFF (or JPEG).

If  you have Acrobat DC Pro you can export PDF page content to supported image file formats (examples - TIFF & JPEG).

Also available - Adobe's online subscription services via "Document Cloud"; one of which supports upload of the PDF to a server where the PDF page content is exported.

If you are scanning form scanner itself, please change Scanner dialog's Output settings(Change it from Adobe PDF to JPEF/TIFF).

If you have Adobe Acrobat installed, you can export PDF to images. Follow these steps:

- Open PDF in Acrobat

- Go to Tools> Export PDF> Images> JPEG/TIFF/PNG(whatever you want)

You can try trial version of Acrobat DC if don't have now Download Adobe Acrobat free trial | Acrobat Pro DC
