converting heic files to pdf

For some reason, some of my photo files are now being converted to and saved as heic files (not as jpeg files!) and I can't seem to figure out how to convert these to pdfs (or 'combine files as pdfs')?  Any thoughts?

Apple’s iPhone and iPad take photos in the HEIF image format by default. These photos have the HEIC file extension.
