This seems to be an old issue that remains unresolved. Despite selecting no fill color in the appearnce tab, the default blue remains when the form is actually generated. Furthermore, changing the "Fields highlight color" to white -- which only makes the box SEEM transparent if the background is also white (or colorless) -- this only seems to work on my PC. If I send the template to a target audience, the default blue is still there. Terrible coding job, Adobe!

The blue colour isn't part of the form or the design. It's something Adobe added to their PDF viewer to be helpful. So, good or bad, it's a user preference.

Like Test Screen Name indicated earlier it is a user preference , and you are using the correct configuration option.

You can actually turn off the field highlighting via JavaScript. However, that affects all forms, not just yours. Is that acceptable?

JavaScript allows you to save the User Preference, use your own color in your form, and restore the User Preference to closing the form.
