Creating a Fillable Form

I have Acrobat Pro subscription however I have no option to create a form - the only reason I signed up?

 

In the tools there is no prepare form.

 

What am I missing.

Hi @ashley_4012 

After opening the PDF, you can view All tools on the left of Acrobat window to see Prepare Forms tool or you can search for the tool as well using Ctrl+F

Does this happen with all files? Maybe the file you're trying to edit is secured or digitally signed, which would prevent adding form fields to it.

This significantly enhances efficiency by reducing the need for printing, manual filling, and scanning, and facilitates easier data collection and management.

 

To create a fillable form, you can utilize various software applications, with Microsoft Word and Adobe Acrobat being two of the most prominent. The general process involves preparing your document, adding interactive controls, and then protecting or distributing the form.

Creating a Fillable Form in Microsoft Word

Microsoft Word allows users to create forms with various content controls, making them fillable and savable or printable.

  1. Enable the Developer Tab: The first step is to ensure the "Developer" tab is visible in the Word ribbon. This tab contains all the necessary tools for adding form controls. If it's not visible, you can usually enable it through Word's options.
  2. Start with a Document: You can begin with a blank document or an existing template. Word offers online templates specifically for forms.
  3. Add Content Controls: From the "Developer" tab, you can insert various content controls:
    • Rich Text and Plain Text Content Controls: These allow users to type text. Rich text controls enable formatting (bold, italic), while plain text controls restrict it.
    • Picture Content Control: Useful for templates where a user might need to insert an image.
    • Building Block Content Control: Allows users to select from predefined blocks of text, useful for boilerplate content.
    • Combo Box and Drop-Down List Content Controls: Combo boxes allow users to select from a list or type their own entry, while drop-down lists restrict choices to predefined options.
    • Date Picker Content Control: Provides a calendar interface for selecting dates.
    • Check Box Content Control: For yes/no or multiple-choice selections.
    • Legacy Form Controls: These are available for compatibility with older Word versions and include text form fields, check box form fields, and drop-down form fields.
  4. Set Control Properties: Each content control has properties that can be customized. For example, you can set the date format for a Date Picker or define the list items for a Drop-Down List.
  5. Protect the Form: To limit how much others can edit or format the form, use the "Restrict Editing" command under the "Developer" tab. You can choose to allow only "Filling in forms" or protect specific sections. For content controls, grouping the document content (excluding a final paragraph mark) can prevent editing outside the controls while keeping the document flexible.
  6. Save and Distribute: Save the document. It can then be distributed for users to fill out. Note that fillable forms created in the desktop version of Word will display changes in Word for the web, but creation is not supported in the web version.

Creating a Fillable PDF

Fillable PDFs are highly versatile, allowing forms to be completed digitally across various devices and platforms without requiring specific editing software. Adobe Acrobat and Jotform are popular tools for this purpose.

  1. Using Adobe Acrobat:
    • Open Acrobat: Launch the application.
    • Select a File or Scan: You can start with a new document, an existing PDF, a scanned document, or even a file created in Word or Excel.
    • Prepare Form Tool: Navigate to "Tools" and select "Prepare Form." Acrobat can automatically detect static form fields and convert them into fillable text fields.
    • Add/Edit Form Fields: You can manually add new form fields (text boxes, checkboxes, drop-down menus, signature fields), rearrange existing ones, edit headings, and insert buttons. Advanced features like automatic calculations and data validation rules can also be implemented.
    • Save and Distribute: Once complete, save the fillable PDF. You can then distribute it via email or an internal server directly from Acrobat.
  2. Using Jotform:
    • Create an Account: Sign up for a free Jotform account.

    • Automate Responses: Set up automatic email responses to send copies of completed forms to respondents.
    • Download and Share: Save a copy of your fillable PDF or share it via a link, email, QR code, or social media. Jotform's fillable PDFs are designed to work across all desktop and mobile devices.

I have the same problem.  I signe up with adobe becasue of this function and it does not show under tools or edit.

For others looking for it.  It is under E-signatures.  you select auto fill and adjust accordingly.  the guides for this doesn't give the correct directions.  I had to keep clicking until I found it. Payng alot of money for a compnay not to give correct directions on something.

Im  having the same issue - the Prepare Form toll is not showing up. using ctl+F reverts to finding a word in the document - not finding the tool. Adobe is the least intuitive platform I have ever used and causes constant frustration!!

Forget about Ctrl+F. Go to Tools and enter "prepare" into the search field and you should see it:

You can then also right-click it and select Add Shortcut so it appears in the Tools pane directly.

The old interface was much better and you can still use it by selecting "Disable new Acrobat" from the menu.

Solution: How to Access the “Prepare Form” Tool in New Acrobat (2025)

Hi everyone — if you can’t find the Prepare Form tool in Acrobat Pro, here’s what’s going on and how to fix it.

 1. Check if You’re Using the New Acrobat Interface

Adobe redesigned the Acrobat UI in 2024–2025, and some tools have been moved or renamed.
In the new interface:

  • Click E-Sign → Auto Fill → Adjust Form Fields — this replaces the traditional Prepare Form tool.

  • You can still edit fields, add text boxes, checkboxes, and signature fields there.

If you prefer the classic tool layout: 

  • Go to Menu → View → Disable New Acrobat (or Try the old version)

  • Restart Acrobat.

  • Then go to All Tools → Prepare Form on the left side.

 2. If the Tool Still Doesn’t Show

  • Make sure you’re opening a regular PDF (not a secured or image-only file).

    • If it’s an image or scan, go to All Tools → Scan & OCR → Recognize Text first.

  • You must be signed in with an Acrobat Pro license — the free Reader app doesn’t include form creation.

  • If nothing appears, press Ctrl + Shift + 7 (Windows) or Cmd + Shift + 7 (Mac) to open Prepare Form directly.

3. Quick Workaround

If you only see “E-sign” or “Auto Fill,” you can still add fillable fields by choosing:
All Tools → E-Sign → Get others to sign → Add form fields manually.
This uses the same backend as “Prepare Form,” just under a new menu name.


TL;DR:

In new Acrobat (2025), “Prepare Form” has been moved under E-Sign → Auto Fill and Adjust.
If you want the old workflow, disable the new interface to bring back the classic “Prepare Form” tool.
