Creating a PDF with layers and sublayers

Is there any way that I can create a PDF that has layers and sublayers? I'm creating PDFs with Adobe Illustrator and in the export menu it gives me the option to "Create Acrobat Layers from Top-level Layers". I'm thinking that Illustrator isn't able to create a PDF with layers/sublayers. Is this something that can only be done with Adobe Acrobat Pro? If so, how do I do this?
