Creating a PDF without selectable text

I'm trying to create a PDF without selectable text. I've tried the Flattener Preview tool in Acrobat Pro DC, but the text is still selectable afterwards. I've also tried adding the PDF to InDesign and then exporting it, but the text is also still selectable. Any other ideas? I preferably don't want to rasterize the image in Photoshop as I will lose image quality.

You can save the file as TIFF files and combine the TIFF files as a new PDF file.

Acrobat may choose to run OCR if it finds something that isn't selectable text, so may will seamlessly turn back any effort you make...

Directly after creating the file you can apply a security policy that prevents editing, and then Acrobat won't do that.

Thanks worked great. converting from selectable text pdf to google docs wasn't giving a good result, so I tried PDF to Tiff then reverse then google doc and it gave prefect results.
