Creating form from security protected pdf

I am in in the process of automation the creation and completion of pdf documents to support filing a government benefit claim.  These forms are available online and you can complete the form blanks by typing, print off, and send in.  I want to use these forms in my practice and fill them with data from my microsoft access database.  

So in my first step I have downloaded the form and attempted to create a form in Acrobat Pro DC, but DC will not allow it: "you cannot edit this file as a form due to its security settings".  Next I go to properties and attempt to change security setting, "password security", to "no security" but get the following:

 

"You cannot change security on this document because the document is signed or certified"

 

I also have tried to print this document as a pdf file.  I get the following message:

 

"Redistalling encrypted PDF is not permitted"

 

Any ideas around this?

I am having this same problem. It makes no sense. Why would a public government form be loclked so you cant fill in the form? Im not trying to edit the form, Im trying to fill it in with answers. I havent ran into this problem in the past. What changed >

It smells like an XFA-PDF form created with Designer... That Acrobat Pro can't edit.
