Creating personalized descriptions to search for specific PDF amongst 1000s

I have approximately 1000 PDFs that are all titled similarly, with similar content. I wanted to created a "searchable" tag/term for each one (Based on chapter/sub-chapter). I thought I could do this with metatags, but I seem to not. Does anyone know of a way to do this? Thank you for your help.

I tried that orignally, but the directory search didn't recognize the keywords. I tried it while creating a PDF from scratch, but could this have something to do with restrctions somewhere? I have Pro DC.
