Custom permissions - Save form before filling in fields?

I am looking to see if the following is possible for a PDF form created in Adobe. The form is created to be a template for a process. End users will need to be able to fill out the text fields as well as add and extract pages.

 

I want to avoid users accidentally saving their information or deleting pages form the template itself, however. So I'm looking for a way to force a local Save As (the template will live on a shared drive) when they make changes.

 

Any suggestions with permissions/security settings/or other orutes that I might take are helpful.
