Custom Toolbar Not Functioning Properly

I created a custom toolbar to simplify editing and marking up my PDFs, but not all of the buttons work in it. For example, the tool "Change Color" from the "Comment" toolbar section does not work when it's part of a custom toolbar. When I click on the tool within the default "Comment" toolbar, it displays the different color options, as expected. However, nothing happens when I click on it within the custom toolbar, and I cannot change the color without going into the default "Comment" toolbar outside of the custom toolbar... which I'm trying to avoid doing with the custom toolbar... Any fix?

It will work when you add it to the Quick Tools.
