If I use Adobe to redact very personal health data, how do I know if my data is held and stored securely.  Can Adobe read or access my data?

If you do it locally, then no. If you save the file to the Adobe Cloud, though, then in theory yes, since it's on their servers. But in practice I highly doubt it, as it would probably break all kinds of privacy laws, especially in the EU. But the Adobe Cloud service is not HIPAA-compliant, as far as I can see. Redact means to permanently delete the data from the document.

So neither Adobe nor anyone else can access them since they no longer exist.

In my reply I assumed the OP meant before the file is redacted. Once it's redacted of course the data is gone for good.

You should work with local files. Redaction in Acrobat Pro is a local function, it does not send anything to Adobe. This is an excellent question, because some functions in Acrobat are done at Adobe, sending your files.
