You can't, really. PDF files are not dynamic in this way, except for ones created using LiveCycle Designer.

In order to do something like that in an Acrobat PDF form the entire file needs to be comprised out of form fields which you would need to move around based on the size of the table. This is extremely complicated to implement, and often not possible at all.

What you can do, however, is add or delete entire pages at a time. So create a table with an empty table, define it as a hidden Template, and then you'll be able to spawn new copies from it when the current table is full.
