display attachments

I have created a custom form which contains a "button" with a backend javascript to enable a user to upload attachments to the form. However when the attachments are uploaded its not visible to the users unless he goes to the attachemnt menu and sees it there. I want to create another button which when clicked opens up the attachment menu and dispalys all the attachments .

That's not possible. What you can do is change the file's Initial View option to show this panel, but it won't be conditional on whether there actually are attachments or not. To do so go to File - Properties - Initial View and select this option:
