Document security

The following statement occurs under Federal Information Processing Standard (FIPS) Compliance at adobe.com.  "Password security is turned off. Users can apply certificate or Adobe LifeCycle Rights Management Server security using the AES encryption algorithm to a document,"  I can't find any information about how to use the LifeCycle Rights alternative to password security.  I need to have security on a pdf form, but when I try to save it with the password i get an error statement that "Use of non FIPS cryptography is not permitted while in FIPS mode."

I searched the community, but found nothing helpful.  Thank you for any help you may provide.

Thank you for your reply. The Adobe program exact name is "Adobe Acrobat Pro 2017" and the second line is "2017 Release (Classic) / Version 2017.001.30180."

I look forward to your further comments.
