Does re-saving PDF cause quality loss?

Does re-saving (Save As) the PDF cause any quality loss as it does with JPEGs? I like to highlight text as I read which requires a new Save As each time when using Acrobat Reader DC.

Yes, the defaults are set to compress images, optimize for fast web view, among other configurations.

 

You can edit such configurations in "Preferences" ---> "General"

 

And also in "Preferences" ---> "Convert From PDF" 

 

You may also want to turn off the recognize text in the "Scan and OCR"  tool settings.
