Has anyone here got suggestions for how to unlock our Adobe account, that was double-charged last month, and is now blocked? Anybody know a human inside the machine who can speak with us, or do we have to argue with the frickin bot? Please providea contact person and phone number. Thanks, Geoffrey.

You say "our" account. So I assume this is not a regular license (because there is no "our account", they must not be shared). So you have a Teams or Enterprise license. In this case you use the Admin Console to raise a support case - do not contact customer service, they are not for these kinds of account.
