Drop-down list won't keep selection

I'm trying to make a simple unit inspection form that I can use on my iPad instead of using paper copies.  I have created the form and everything seems to work except for the drop down list.  It only contains 5 options - *, 1, 2, 3, 4.  Those numbers don't have actions attached to them, it's just so I know what needs to be done.  When I go to test the drop down list, it doesn't let me choose any of the options.  I can see the values in the drop down list, can click on them but as soon as I click off of the drop down list, it defaults back to the original value shown.

You have list boxes, not dropdowns.  They are very similar but list boxes are meant to see most of the entries.  Yours are so small that you can only see one entry at a time.  After you see the entry by using the scroll bars you have to click on the number to "make it stick".  Alternatively, you can use the down arrow after you have entered the field and stop when you get to the number.  However, dropdown fields would be better suited for the space available.
