One of our users at our company reported this issue to me. The "Specify where to sign" and "More Options" buttons do nothing when clicked. I tested and confirmed. I already checked for updates and updated Reader to the latest version. I then tested and the same result. I then ran a repair of Acrobat and the result is still the same.
We were running Acrobat version 24.005.20320, then upgraded to version 24.005.20399.

Sorry for the troubled experience and delayed response.
I hope you already have found an answer or solution to this issue. Ensure your copy of Acrobat is updated, to check for pending updates, launch Acrobat > Help > Check For Updates.
If the issue still persists try working on a fresh file and see if the issue persists. And would appreciate if you could share a recording of the workflow so could see what you are experiencing.

The issue went away for the user randomly one day inexplicably.
It came back again today, Adobe Reader just did an update, told her to wait, and then Reader just opened, and now e-sign doesn't work again.
Something is jacked up in the update process of Reader it seems.

Her version she is on now is 24.005.20399

Nevermind, just confirmed the user is on 25.001.20432 now. This is when the issue occurred, after this update.
