When a document is redacted, by default Acrobat will prompt you to save a copy with the "redacted" suffix.

Which is a rather good idea because, as try67 says, it's not reversible.

In principle yes, but deleting a part of an image might cause all of it to disappear. Just try it and see how it goes...

Make sure you have a backup copy of the file, as it can't be reversed. Beside that, just go for it...
