Are all PDF's created equally or are some just not editible? I have a pdf I've tried to go through the steps to edit, using Adobe Acrobat with the editing tools. It just won't edit. Is the only way to edit a doceumthe that doesn't seem to be able to be edited using acrobat to re create the document in another software?

Hope you are doing well and sorry for the trouble. As described you are unable to edit the PDF file.
- What happens when you try to edit the PDF file, do you get any error message? If yes, please share the screenshot of the same for a better understanding.
- Is this a behavior with a particular PDF file or with all the PDFs? Please try with a different PDF file and check.
- Have you created this PDF file or have you got it from a different user?
Please check the document restriction summary and see if editing is allowed or not. Open the PDF >File > Properties > Under 'Security ' Check if editing is allowed or not.
If editing the PDF is restricted you may need to contact the creator of the PDF to remove the restriction.

This file is composed out of two images, basically, and a small string of text (the footer). One image is the title ("[Studio Name]") and the other is the rest of what you see. As such, you can only edit them as images. You can edit individual texts you see, because they are not real texts. And you can't run Text Recognition on it because it already has text...

Ok so basically what your saying is I will need to re create the document so I have a digital copy capable to edit??

You are correct, if you want to edit the text on this document, then you need to create this file so that it contains actual text.
However, if you are just trying to create a form, then just add form fields in the appropiate locations. Then any one can fill it out.
If you want to overlay text onto parts of the form, then you can add text manually with the Edit PDF tools.
