Can I enter data on an IRS fill in form, save it, reopen it and then change or add data in the fill in sections with Adobe 11 Pro? Example Form 706.

Yes, you can also do this with the free Acrobat Reader DC, or Acrobat Reader XI (11).

I tried it in Reader DC and it did not work for me. I filled in part of the form, saved it, and reopened it. The fill in boxes were not there and the filled in items could not be edited.
Am I missing something?

With Acrobat Reader you can fill and print the form.

There seems to be some kind of old type of Reader Rights enabled in this form that prevent it from being saved... Unfortunately, there's nothing you can do about it. If they will remove these "rights" then it should work just fine.

Yes you can fill out the form with reader DC. But if you save it and then reopen it, the fill in boxes are no longer there to complete or chankge the form.

That's because you can't actually save it. Anyway, we can't help you with this. It is how the form was set up.

I didn't notice that it is a PDF 1.3 form made in 1999.

Massachusetts requires this 1999 form to be used to acompany the MA form. It is related to a change that the federal made after 1999.

To save a version without Extended Rights (Acrobat Reader DC and Adobe Reader 11 no longer requires them to be enabled to save a form).

They wrote: "I was not able to do that in Reader DC."...
Anyway, bottom line is you can do it in Acrobat, but not in Reader.
