Enrolling a new CA into the Adobe's AATL Program

I was searching but couldn't find any web page on the Adobe wesbite that explains the process for a new CA to enroll into the Adobe's AATL program. I would appreciate if someone can please guide me to the right documentation or link. Thanks!

For CAs applying to the AATL program, do you have any idea on how long one could wait? I heard somewhere it might take up to many years! Is there a public waiting list or something?  Thank you for your help!
