MY FIX...I was able to fix this by uninstalling including preferences then I restarted my computer.  After the restart I reinstalled.  As with everything I'm sure this will work for some and not others, but I thought I would post my solution.  I tried the solution above but my permissions were already correct so I was getting the error for other reasons.

Got mine fix: I have a MacBook pro running on OS X El Capitan. I didn't uninstall the app, there is no PCD nor SLStore folder so what I did is I simply restarted my mac and after rebooting everything (LR and PS) is back to normal. 😃

Mine fixed..If you followed the steps and it doesn't work, try to run Acrobat with a administrator access:

Right click on the program icon and click 'properties'

Go to 'compatibility' tab and tick the one says 'run this program as an administrator'.

Then run the program, it should then ask you to sign in your account without showing error.

By the way, I'm running Acrobat DC (2015) under Win 11 and the 'run as administrator' fired up just as it had on my now-defunct Win 10 machine... time will tell if it'll keep running.

Your link worked on Mac OS Sierra and CC 2017 apps, as admin after restart.

Thank you meenakshin83966505.

Strangely on Windows 7 (Yes I like Windows 7)  I was getting this error, then I tried running the app as administrator and everything appears to be running fine. This is clearly just a workaround and not ideal - but solved my issue

This software isn't working with windows 10.  It worked for about 6 weeks, but now throws Error 16.  Adobe's support (chat support) four times failed to fix it and wasted a whole day of our time.  I've dumped it in Dell's lap I am through with it.  If Dell can't get any satisfaction, I'm getting my license fee back, they can have their unusable serial number back, and I'm going to find a different product such as NitroPro or similar.  We only use a few functions that are included in this software.  I think they need to market less, and make it work more.  Good luck all of you, if by chance I do get a solution that works on a Windows 10 installation I will come back and post it.  The link at the top was useless for me.  The only thing I have discovered at present is that if I delete the contents of the C:\Program Files (x86)\Common Files\Adobe\SLCache directory, and start Adobe Acrobat DC Standard and accept the license agreement, at least we can use it for a while, until it throws error 16 again. NOTE: I don't have any other ADOBE software on this laptop.  Back your stuff up, proceed at your own risk, just because this works a certain way for me, it may cause you unknown grief and or data loss.  YOU HAVE BEEN WARNED.

I have this Error 16 issue too, on Windows 10.  I have changed the folder permissions as suggested in the link, but it hasn't changed.

It works when run as administrator, but not the simple way.

I have then tried the "support" options, which turns out to basically be this forum, no direct email support!

Hi Hicact,

Sorry for the delay in response.

If you are still experiencing the issue in installing the application, you can contact support to get this checked.

Open this link Contact Customer Care and sign-in with your Adobe ID and password.

There at the bottom of the page, you will get the phone and chat options available for the subscribed products.

Hope the information helps.

Regards,

Meenakshi

After uninstalling, reinstalling, re configuring etc. I finally saw a response posted 2 years ago that said "run Acrobat Pro as Administrator".  Well hallelujah it it worked.  Why isn't that shown as a fix as well by Adobe customer care?  RUN ADOBE ACROBAT PRO DC AS ADMINISTRATOR AFTER THE UNINSTALL, REINSTALL, RE CONFIGURING PERMISSIONS, ETC.

On my mac running mohave the SLStore and Adobe PCD folder permission fix didn't help, but I tried the same procedure on a couple other folders that had modified dates since I had done complete adobe reinstall and now my Acrobat DC is up and running again.
