Error message when I try to download a PDF from a website - What is this about?

Error: auth.services.adobe.com refused to connect.

I can open from any other place and emailed PDF's open just fine for me. I can download the same PDF's on my cell. Not sure if it's the new laptop I have that still needs to be setup properly with Adobe DC or if it is Adobe's product. I cannot find a direct link to submit a service request either - everything changes with support since the last time I asked for help.
