extraction allowed/not allowed issue

I created a pdf file that allows extraction, but when my client receives it, it says extraction not allowed. Images of the settings on the sending and receving end are attached.

This has caused a lot of confusion over many years, though it is correct. The second picture shows your client does not have a paid-for Acrobat, only the free Acrobat Reader. Acrobat Reader cannot extract pages at all, ever. So the info is correct, but confusing.
