fill and send out for signing

Is there a way to create a pdf that Person A can fill out and then send to Person B for a signature? I need to create a form where another person can fill in the options available and make selections then send that pdf to someone for a signature where that person can only sign it and not change the options. Is that possible? If so can someone point me to resources on creating that?

Hope you are doing well. Per the description, I understand that you want to share documents for signature to the first person who will also fill the form while the second signer will simply put in the signature.
