Fillable PDF not viewable in cloud or via email

I have a fillable and signable document (attached below) I am editing in Adobe Acrobat Pro. When I send for a colleague to review they see an error page that says "Please Wait, If this message is not eventually replaced by the proper contents of the document, your pdf viewer may not be able to display this type of document....". I have tried to view this document in Adobe cloud and I get the same error plus a pop up that says the document is only viewable on desktop. I need to send this document for review. How do I convert it or save it so I can do so?

Currently cannot save as any other version of pdf, cannot export as a jpeg, and cannot figure out what to do next.

This is a special kind of PDF file. To view it they must use Adobe Acrobat or Reader on a regular PC. Not on a mobile device, not in a browser or anything like that. They must save the file locally and then open it using one of these two applications. And you can't send it for review, either, or export it to another format. There's a security policy that prevents that. It might also be illegal to do so, depending on your location.
