I created a fillable form in InDesign, exported it to Acrobat and in Acrobat ensured all the fillable fields are in order (left to right, to to bottom). However, when I open it in Chrome the tabs are out of order, and when I open it in Safari the tabs are out of order in a different way to Chrome. How can I fix this?

You can't fix it if you rely on the default browser experience. However, if you leverage Adobe Embed API, you can override the default browser experience with the Adobe experience. Embed API respects the tab order so you don't need to modify the PDF plus you'll get a consistent viewer in the browser across all surfaces.
