Font conversion in other format

it is legal convert an old adobe Type 1 font (it was bought with Adobe Font Folio) into another format, for example OpenType or True Type?

It depends on the licence that comes with font folio. Normally, Font foundries and resellers give you very narrow rights on using the fonts. Some fonts are even not allowed to be embedded.
