Force browser to open with document initial view settings

I used Properties to set my initial view to a 2-up continuous with cover. It seems that the view settings for an individual will override my document properties. (Why provide that feature in Properties, Adobe, if it doesn't work? Yes, I am using the latest version.) I created a fixup to force Acrobat to open in the 2-up continuous view despite individual users settings. Only way the initial view will work with Acrobat. But, is there a way to force browsers to open in the initial view that I want and override individual browser settings? Thanks.
