Form action: send to multiple email addresses

Submitting a form I want to send simultaneously to multiple email addresses.  It functions properly for one of three but seems to ignore the other two.  What is the syntax for the "mailto:" instruction?

email address are separated with a semicolon. Here's an article that shows how to generate email submits dynamically. It shows the full syntax for adding CC addresss, subject and email body.

Actually, if you use mailto they are separated by a comma, not a semi-colon.
