Form document. Certain strings are 'comments' and some of these do not survive flattening

I have a form document that cotains some fields and some labels. The labels turn out to be 'comments' (No idea how that happened). Th eproblem I am having is that some of these survive my flattening operation, but others do not and I am unable to figure out why.

I would like to have these survive flattening, either by turning them from comment to a simple text object or by making sure these 'comments' too survive. But how?
