Forms: Unable to add a completely opaque layer?

Hey, I have a javascript form and I'm attempting to add a non-java version 'overtop'. I've tried importing as a layer, set the opacity to 100%, set it in front of all other layers, but the layers beneath still show through. I've also tried Replacing the javaform with the additional non java layer. Same result. The background for the form layout in inDesign is a white rectangle, so it's not an issue of transparent background. 

Any ideas?

Java and JavaScript have only one thing in common: the first 4 letters of their names.

There is nothing you can do. In an INDD document all objects, including form fields, must be bound to a layer but this is misleading because in a PDF document form fields are not bound to a layer, they float on top of all others elements.

Actually, the form fields created in InDesign on separate layers will remain in Acrobat sub layers when the interactive pdf is exported from InDesign, this allows you to have objects covering the form fields, until you reveal them (with a button).
