My Adobe Pro 7 has been loaded onto several previous laptops and activation worked. Adobe 7 will now not allow activation on my new Windows 11 Laptop and all help options fail including ringing nominated help lines for Australia. The worst problem is that I now cannot open my old PDF files meaning several years of previous work is unavailable. I simply need help to activate my Adobe 7 Pro - I know it is old but since I have retired I cannot affort to upgrade.

In addition to the important details discussed about your Acrobat version in the link above, it is also important to note that Adobe retired support for 32bit apps on 32 bit operating systems.
Microsoft is also retiring support for for 32bit versions of their family of operating systems.
Microsoft Windows 11 is entirely a 64-bit operating system.
And while it may be possible to run older 32-bit apps on Windows 11, it is complicated to manually enable 32 bit support on Microsoft Windows 11 with the sole purpose of installing and forcing a very old 32-bit program that was intended to be licensed for very old 32-bit Microsoft Windows architectures.
That said, you should be aware that, even if you were able to make Acrobat Pro 7 work with Microsoft Windows 11, that doesn't necesarily mean that such configuration won't change when continuous updates of the operating system are applied.
If your main concern is the financial,l part, you can still employ Adobe Reader DC (free PDF viewer), to view and work with your PDF documents.
Or, you may work with PDFs using the new Microsoft Edge web browser that is shipped with Microsoft Windows 11.
However, regardless of Adobe Acrobat Pro or any other PDF editors out there, whichever PDF editor you get your hands on nowadays it will require the users to pay some fees.

Acrobat 7 can not be activated any longer. It's been killed by Adobe.
It's time to get a new version. If you just need to view PDF files then you can use the free Reader, which you can get here: https://get.adobe.com/reader/
