Get documents to open at 16.6% zoom

I have to resize every PDF document to 16.6% zoom before I can see it at a readable level.  I have tried opening and then saving the documents when resized but they still open at 100%.  How do I go about forcing Adobe Acrobat Pro DC to open all PDF documents at 16.6% zoom?

Try the settings at Accessibility in the preferences of Adobe Acrobat.

Trying to set the zoom in Accessibility doesn't allow for setting at custom levels.  You either use one of theirs or it seems to set it itself.
