Grants.gov upload error message

I subscribe to Adobe DC, but am rreceiving this error message from grants.gov when I try to download a webform from the Workspace segment of their site. Suggestions? 

The document you are trying to load requires Adobe Reader 8 or higher. You may not have the
Adobe Reader installed or your viewing environment may not be properly configured to use
Adobe Reader.

1. Install reader. 
2. download the form to your desktop. 
3. Start Reader

4. use Open from the File menu to read the file on your desktop.
