Guidance on Using Adobe Sign for Official Documents

I am currently working with agencies and need to submit documents signed using Adobe Sign electronic signatures. Once signed, the files become encrypted and cannot be modified. After submission, the agency reviews the documents and either approves or rejects them, often stamping and signing the documents. However, this process is currently hindered by the signature panel and encrypted files.

Could you please provide guidance on how to use Adobe Sign for signing these official documents, ensuring that the agency can stamp and sign them after review?

Thank you for reaching out. In the real world, signing a document marks it complete, meaning the contract or document no longer requires changes. 

If I understood your question correctly, there is a person who needs to review the document, but that review must happen before the signing.
