I noticed a week ago or so that the hand (pan) and arrow select tool are missing from the top tool bar and is not available anymore from the HIDE/UNHIDE View menu items.
I have to always right click and select it. Pressing "H" or "h" does not make the hand tool appear.
This used to work.
What has happened ?
I just did an update to the latest 2023 upgrade and that did not fix anything.
Why would this happen ?

Looking at the description given above, I believe you have Acrobat's New UI.
Since it's a new UI, a couple of options have been changed and repositioned.
In New UI
If you are willing to get the old view where it used to be available in the toolbar, then

Not sure what icon you are referring to but I do not think that my version (newer) has this.
I do not see it. Here is a snip tool of the top area of my Acrobat PDF reader with toolbars showing.
I see everything except for the hand and select tool showing. There is actually more tools than I need
here that are not hidden but I cannot seem to change to an old view option.

Try if the space key does not bring up the hand tool.

Okay, I got it. You are still on the old view of Acrobat. In this UI, below are the steps to find the hand and select the tool here.

Nope. Still not there. Now, the hand tool has been in my reader for a LONG time now.
It just disappeared a week or 2 ago and when I did the update a few days ago to the present version, it did not help. I even tried selecting "show all zoom" features, or something like that.
I think I must just have to use something else or find some older version of PDF reader ?

No, still do not see the hand or arrow selection on the top. I will just have to continue right clicking on the page to select the hand tool.

In the future, if there are going to be significant changes, could you let us know ahead of time what is coming. I thought my pdf we just messing up and was trying to figure out what went wrong. Was not aware it was being updated. I may have missed soemthing and I apologize if I did. So far, not thrilled with the changes. I will give it time to get used to it.

I found another way this PDF viewer lets me get the hand or select tool. When I move my cursor towards the bottom of a document, a bar comes up with select/hand +/- and a couple of page navigation change tools.
So, three (3) ways....
The bar at the bottom, right-clicking or the space bar which I did not know about.
So, I would like to have the hand/select tool at the top where I used to be BUT I would say that I am happy with the 3 other ways of doing this.
Allow the select/hand tool from the top bar again but these 3 ways will work fine. I'm used to it now.

I just got a new computer and was having the same problem. When I checked at the bottom as you suggest above, that little toolbar has a button that lets you put those tools back up into your toolbar!! When it's in the toolbar the button lets you remove it.

Literally the dumbest upgrade ever. Absolutely wrecked our productivity with people searching for the simplest things. Just disable new Adobe in the menu to get back to work. It's okay to make occasional small changes and let people get used to them, but this redesign? So dumb.

The "h" keyboard shortcut (when "use single key accelerators" is enabled) is broke in the new version. When you press "v" to select text and want to go back to the hand tool by pressing "h", instead it creates a comment. I had to disable the new version to get "h" to work again. Other than that I didn't mind the new interface.
