I have looked every where I could think to find the answer to the question, but not having any luck. We have a nearly 600 page financial document that we submit for review every year. The reviewers have one thing that they keep harping on for the last few years and I'm hoping someone can help me or tell me if there is a fix to this. This document has front and back covers, which of course have no page numbers, then a Table of Contents, which are pages i-vi. Page 1 of the document is actually the ninth page of the document if you just count pages. When the document is opened in Acrobat, the page labels match the page numbers in the document, but when the file is opened in a web browser, which is the way the reviewers are opening it, I'm sure, the page labels start at 1 and just go to the end of the book, which in this year's book is 562.
Is there a way to make the page labels match the document when it is opened in a web browser? Or do we just need to tell them it can't be fixed for the web browser, so they need to open it in Acrobat if they want the page labels and page numbers to match?
Thanks in advance for your advice and assistance!!!

It depends on the viewer. Most browsers use their own PDF plugins to show PDF files, and those plugins are usually sub-par in many ways. If they stick to using Adobe software then it should work fine, but there's nothing you can do about it if they don't, except for complain to the developers of these plugins and ask them to fix their software.
