hide section in pdf until user consent

i have pdf that have attachment (another pdf) 

my goal is to expose the attachment after the user click "i aggree to the trems..."

curently it is working only if the first PDF id opened in Acrobat reader , i need the same functionaly if the user opens the pdf in browser

Most non-Adobe PDF viewers have very poor support for scripts. We can't help you with this issue.
