Highlight obstructing "text" on scanned document

Before today, when I highlight on a scanned document, the highlight would appear "behind" the "text," even without it being editable text.

Now, the highlight shows up "in front" of the text.

I can reduce the opacity, but it still shows up in front of the text making the text lighter.  And, as you can see in the first picture, I used to be able to have it at 100% opacity and still be able to see the text.

I know that I can perform OCR and highlight the text that way.  However, this is time consuming and it was a feature that was working fine before today.

 

I have the latest updated version & I'm using Adobe Acrobat Pro on Windows.
