Highlighter Pen

My highlighter pen on my toolbar is greyed out. How can I activate it? I do highlight a lot of sections for review.

It's possible the file you opened does not allow comments to be added to it.

You can check the file's properties by Open PDF>right click>Document Properties>Commenting "Allowed or not"

You may also check with a different PDF than the current one.
