How can I unlock the Add text comment tool properties in Acrobat XI if the lock check is on but greyed out?

This is a question from 2015 not answered adequately.  My acrobat pro XI worked great until it didn't.  All of a sudden I have this same problem as is shown on the headline.  is there anything new out there to fix this?

Thank you for your reply.  Yes, i tried the instructions on "how to reset preference settings....".  Did not work.  If it helps, everyone of my annotations is locked.  The thing is that I can unlock the others by going to properties and unchecking the lock box. However, on the "add text box" annotation it does not give me a chance to go to "properties" so I can't unlock it.  I seem to be missing a default setting somewhere.  Appreciate your advice.

Can you check the following? (and also are you able to upload a screenshot of exactly what you see?)

  1. Open the PDF.
  2. Choose Fie > Properties.
  3. Click the Security tab.
  4. Is Commenting allowed? Is Changing the Document Allowed?
