How do I certify a document so it can run privileged javascript?

Hi, the acrobat javascript api reference says that functions marked with a red S can be run in document-level javascript, "provided the certifier’s certificate is trusted for running embedded high privilege JavaScript". What do I need to do to create documents with that trusted certificate?
