How do I prevent browsers from altering PDF formatting

I have a large report created in InDesign, which I would like to make available online. I successfully formatted the pdf to be viewed as two-up with cover and to adjust to the viewer's window size upon opening. Most people, however, will be viewing the pdf in their browser. When opening in Chrome the pdf is no longer formatted as designed. Is it possible to get the formatting to "stick" when opening a multi-page pdf in a browser window? I'm creating the document on a Mac os12.6.3 and use a Chrome browser, v.110.0.5481.100.

Adobe products tend to respect the open options, but many apps don't. They may not even have any support for side-by-side. Adobe can't fix other software maker's products, so we are pretty much stuck.
